Illegal hiring, the law is coming: more severe penalties for exploiters

Crack down on the scourge of illegal hiring, the exploitation of workers in inhuman conditions by unscrupulous middlemen. The Chamber approved the law that provides to more severe penalties: now not only illegal intermediaries but also employers  will be punishable, even with the confiscation of property. There will be also a real help to the victims with the extension of the benefits of anti-trafficking fund.

What’s new?

The new legislation aims to strengthen quality agricultural labor to control and prevent illegal employment. This phenomenon keeps always his greatest relevance to the exploitation of foreign workers employed in seasonal collections, just in agricultural land.The new law also provides that the state administration will be directly involved in the supervision and protection of working conditions in the agricultural sector, through a joint plan of action for the reception of all workers engaged in seasonal activities of collection of agricultural products. The plan presented will be established by the Ministries of Labour and Social Policy, Food and Forestry Policies and the Interior, with the involvement of the regions, the autonomous provinces and local governments, as well as third sector organizations.

The Agriculture Minister Maurizio Martina said:”Our government is united against the illegal hiring with this new law that we have been waiting for at least five years. Now we have more useful tools to continue a battle that must be daily, because dignity people is essential and agriculture is at the head of this change. The Minister of Justice Andrea Orlando said: today it’s a great day for work, for the protection of rights and the most vulnerable people: we have achieved a goal that has always characterized the battles of the left, the one for the workers dignity and people who are more exposed to the most odious forms of exploit.

Trade unions satisfied

Enthusiastic reactions of the Trade Unions. The general secretary of the CGIL, Susanna Camusso said: “Finally a good and just law that will help us in the defense of Italian and foreign workers exploited by unscrupulous employers, foremen who profit from their poverty and their need to work”. The general secretary of Cisl, Annamaria Furlan, and the secretary general of the Fai-Cisl, said: “event of great importance which represents “a true civilization”. Luigi Sbarra and the secretary general of Uila -Uil, Stefano Mantegazza defines the new law “extraordinary step forward.”
