The definition of the operations on the Department of Public Safety and Police Forces has begun from the observation that the collective perception of security has changed in recent years: citizens are calling for more efficient controls, especially in crowded places and on public transport. They also consider very useful both initiatives that establish a direct contact between the agents and the population, and the interventions that affect areas which are not relevant from a penal point of view, but are equally susceptible to disturbing the serenity of peaceful coexistence, such as, for example, the arrogant behavior of a driver with an elderly woman or any other instance of uncivilized behavior.
The change in the perception of safety, owed also to the unstoppable wave of irregular migrants who are landing on the European continent, has triggered a change in the way policemen are seen: back in times, they were considered to be a bulwark of the State against crime. They were also considered to be distant from the citizens. The organizational effort we have undertaken was that of having a positive impact on the way security is perceived, making the population and the institutions get closer to each other and simplifying the communication model. Thus gains ground the figure of a policeman who is a friend, multipurpose, responsible in the first person for the territory where he operates, reassuring because open to direct interaction, capable of taking the problems of the people upon himself and of providing timely and appropriate answers.
Besides, neighborhood “flying squads”, a voicemail for information and a system which allows to collect complaints at home from the disabled and the elderly, mobile police offices are some of the initiatives developed by the Department of Public Safety over time with the aim of promoting the participation of activities entrusted to the policemen in social life. Also local autonomies are called on to collaborate. They have to integrate and support the security apparatuses. Part of the security policy is also the recovery of urban decline, better roads illumination, or even the creation of sidewalks, the provision of an additional bus stop: these are actually delegated to the local authorities, and this is the meaning of the expression “participated security”.
