Young people and work, how to find it

While Italy is again up in arms in effort to find a way to grow again, our young people, with an unemployment rate that is up again, as confirmed by Istat in March, are struggling to find the compass that projects them with confidence towards a future prospects, in fact , something very disturbing, the category of so-called “neets”, who donot study, donot working nor seek it. Many of our young people, as emphasised by the latest report”Italiani nel Mondo” of the Migrantes Foundation, leave our country to look for their fortune abroad.

In 2013, as compared to 2012, something like 94,126 +16.1%, of which a large segment is represented by young people aged between 18-34 years (36.2 percent), including many girls. In order to counter this phenomenon, the CISL has worked on a number of fronts to promote concrete actions to support the good work of our boys and girls, starting with the campaign “enough to silence true precarious ” to denounce and combat the phenomenon of false start-ups, fake collaborations and various types of ‘masked’ employee jobs.

As for the girls, who are most affected, especially in the South, the organization is working currently in the Italian Plan to implement Youth Guarantee with the objective of making proposals, including gender perspective, to be provided to the regions to adopt appropriate means to promote the work of young people and in particular young women. Our proposals are aimed, on the one hand, the qualification of employment centres both accredited public and private , as set out by a special protocol with the Ministry of employment and the structure of the mission, aimed at providing direct information to young people in the context of the proposals included in the guarantee for young people; Secondly, the strengthening and streamlining of services on national portals for meeting job demands offer “Clicklavoro” which could be a functional insertion, for example, of a special “pink zone” for young women, as well as the awarding of performance bonuses to those companies that create more job opportunities.

The CISL is committed to promoting and supporting Plan for the Young encouraging where we can by creating conditions of mutual interests, agreements of subsidiarity, from reception to advance the encounter between labour supply and demand. The correct information for young people, therefore, the CISL is fundamental, which is why it is important that operators of employment centres are properly “trained” and”accompanied” on the matter to fully seize the opportunities offered by Guarantee real Young. The full commitment of contractual level, in particular within the framework of the second-level bargaining and bilateral nature where you can imagine courses and not only calibrated on female youth, component in line with the above interventions hypothesized.

The Youth Plan is a great opportunity that provides us with Europe and that we cannot waste. We will continue, therefore, to monitor the implementation of the plan and to contribute to all initiatives that go in the direction of creating real work opportunities for young people, which strongly hinders their future planning as employees, workers,mothers, fathers and people.
